You are correct, this is arguably the worst place a Wharton MBA is staying right now. However, it is very cheap and is located about 3 minute walk from the Huntsman Hall, the main Wharton building, and 2 minute walk from the gym. I'm only here for 6 weeks, and it was very easy to book online. It has a summer camp/college atmosphere, although I did refer to it as a juvenile detention center in this blog...
In hindsight, I would perhaps consider staying in Samson East/West, right across the street, for the simple reason that the price is comparable but you get a private washroom, a kitchenette and a better view. I don't deeply regret staying at IH.

FYI, most MBAs at Wharton stay in Center City.
